What is TIR?

You have probably noticed the TIR sign (eng. “TIR”) on some trucks. Then you should be wondering what this abbreviation means. It comes from the French expression "Transports Internationaux Routiers", which means "International Road Transport" in English. Let's take a closer look at the meaning of the abbreviation and its function.

The blue TIR plate on the vehicle means that the transport operator uses the TIR guarantee for international customs transit. All this relates to the 1975 Convention on the International Transport of Goods under Cover of TIR, commonly known as the TIR Convention. This multilateral agreement between states greatly simplified international road freight transport and gave impetus to world trade.

The TIR Carnet is a document issued by the national road transport associations of the States Parties to the TIR Convention. This is an internationally recognized and accepted transit card that can only be used for one trip. It should be noted that the TIR Carnet may include many vouchers (2 vouchers per country of transit). Here are two main advantages of the TIR system:

  • In accordance with the TIR procedure, goods transported between member countries authorized by the TIR are not subject to customs control at intermediate borders and can be moved directly from point A to point B, provided that all seals are not damaged and the documents are in order. For example, goods are inspected by the customs authorities of the countries of origin and destination.
  • TIRs at transit customs should not be charged import / export taxes.

The TIR procedure also involves the use of safe (approved) vehicles, authorization to use the system and the fact that customs checks carried out at other points of the route are recognized by all parties.

How to get permission to receive TIR?

The national rules regarding admission to the TIR system are slightly different in the Member States, but the basic criteria and requirements remain the same.

In accordance with the TIR procedure, a TIR permit may be issued by the relevant authority of the country in which the company is established (country of residence of individuals) or by the authority issuing the country of departure. In the second case, the applicant must submit a written permit issued by the National Road Transport Association.

The requirements are as follows:

  • No previous violations of customs or tax laws
  • Submission of a declaration of commitment to the National Road Transport Association (you must have proven knowledge of the TIR Convention)
  • Fulfill the warranty requirements established by the Association (a deposit is required)

How long is the TIR permit?

The validity period of the TIR permit is determined by the Issuing Association. However, it never exceeds 75 days and is not subject to renewal.

What are the obligations of the holder of a TIR permit under the TIR procedure?

  • Present the goods to border guards for customs clearance
  • Pay all taxes and duties on exported / imported goods
